About a blocked account

I have a plan to open a new bank account. I would like to ask you an important question before decision. My case is that I want to apply for my parents to visit me, but my salary is not enough to guarantee for them. As results, I have to make a block account with a number money. The block account means that it should be blocked when my parents are in Tuebingen, and can be opened when they leave. My question is that I can do like this with your bank if I'm a member of your bank?
